An economist by training, he retired from the Indian foreign service in 2004 and was the Prime Minister’s Special envoy for nuclear affairs and climate change for two years each.
“India is a retreating image in China’s rear view mirror,” that’s how former foreign secretary Shyam Saran describes how India is perceived by its neighbour. Saran, a career diplomat, who was at the forefront of shaping some of India’s most important foreign policy achievements, is well known for his realism and pragmatic approach to finding solutions.
After the border clashes in Galwan in 2020, Saran said that the “asymmetry of power with China was not cast in stone” and India, in every respect, was capable of surpassing it. But it repeatedly fails to deliver on its potential.
Saran was instrumental in shepherding the nuclear deal between India and the US in 2008, perhaps the most important milestone of his career. The deal transformed India’s relations with America and paved the way for a greater role for it in the Indo-Pacific region.
